This issue was resolved by Paypal

We're currently aware of a problem affecting some customers unable to complete order payment using Paypal Express and Paypal (Standard).

This is a problem at the Paypal side of things and not one we can fix or affect ourselves. For some reason it does not seem to be affecting everyone, but is causing considerably frustration by those who are hitting the issue.

Paypal appear to be working on the problem and slowly restoring services but for now we'd recommend using the other payment options available such as Credit/Debit card, until Paypal resolves all the various issues.

Thanks for your understanding and patience... Unfortunately we're unable to do anything other than wait for them to fix it.
